Digital infrastructure for institutions
A plain guide for the people who run schools, colleges and universities: what digital infrastructure means, why it matters now, what to put in place first, and how to keep records private. It is written for growing institutions of every size.
What digital infrastructure means
Digital infrastructure is the set of systems an institution runs on: the records of every student and member of staff, the identities they sign in with, the permissions that decide who sees what, and the tools built on top of them for admissions, teaching, examinations, accounts, communication and operations.
It is not a single piece of software. It is the foundation that lets every piece of software agree. When it is in place, a change made once is correct everywhere: a new address, a changed room, a paid fee.
Why it matters now
Institutions in India are being asked to do more, faster, and on the record. The National Education Policy 2020 calls for technology across teaching, assessment, planning and administration. APAAR IDs, the Academic Bank of Credits and DigiLocker expect academic records to exist in digital, verifiable form. The Digital Personal Data Protection Act, 2023 sets duties for every institution that holds personal data.
At the same time, families expect what they get everywhere else: information on the phone, the same day. And growing institutions reach a point where the office, the phone and the spreadsheet can no longer keep up.
- Enrolment grows faster than the administrative team.
- Information lives in separate files and is typed again each term.
- Leadership waits for reports that are out of date when they arrive.
Small institutions need it too
Size is not the test. A school of three hundred students holds the personal data of three hundred children and their families, and has the same duty of care as a university. What changes with size is the scope, not the principle.
A smaller institution can start with the modules families notice first: attendance, fees and receipts, transport and parent communication. The rest can follow as the institution grows, on the same record.
What to put in place first
The order matters. Systems bought one at a time, each with its own records, create the problem they were meant to solve.
- One record and one identity for every student and member of staff.
- Admissions and accounts, because they touch every family and every rupee.
- Communication: alerts, notices and messaging, sent by role.
- Timetable and calendar, including events and workshops.
- Examinations and results, issued as verifiable credentials.
- A management view that reads from all of the above.
Confidentiality and access
An institution holds some of the most sensitive data there is: the records of children. Confidentiality has to be part of the structure, not a setting switched on later.
- Access by role. Students and parents see their own record. Teachers see their classes. Heads see their departments. Management sees what the board decides.
- Consent. Under the Digital Personal Data Protection Act and its Rules, notified in November 2025, a parent’s verifiable consent is needed before a child’s data is processed, with obligations coming into force in stages through 2027.
- An audit trail. Every view and every change is logged, so the institution can answer who saw what, and when.
- Leavers. When someone leaves, one change removes their access everywhere.
Ten questions to ask any provider
- Do all modules share one record, or does each keep its own?
- Who owns the data, and can we take it elsewhere?
- Can access be set by role, down to a single department?
- Is every view and change logged?
- How is parental consent collected and stored?
- Does it work on the phones our families already use?
- Does it carry our institution’s name, or yours?
- Can it connect to the systems we keep?
- How long until it is live, and what happens in that time?
- Who trains our staff, and who answers when something goes wrong?
A 30-day plan
Edkem Learning is built to go live within 30 days of an agreed brief. The month is spent in four steps.
- Week one, understand. Goals, plans, people and existing systems. No two institutions are the same.
- Week two, design. Modules, interfaces, access and data, agreed in writing.
- Week three, build. The platform configured and tested with the institution’s own staff.
- Week four, launch. Data moved, every role trained, and support in place.
Common mistakes
- Buying modules that do not share a record.
- Leaving the project without a named owner inside the institution.
- Skipping training, so staff keep the old spreadsheet open.
- Accepting a system that keeps the data in a form the institution cannot read.
- Treating privacy as a policy document rather than a property of the system.
Frequently asked questions
Does a small school need digital infrastructure?
Yes, at its own scale. A small school holds the same kind of personal data as a large one and owes families the same care. It can start with a few modules, such as attendance, fees and parent communication, and add the rest as it grows.
How long does it take to go live?
Edkem Learning is built to go live within 30 days of an agreed brief. The time is spent first on understanding the institution’s goals, plans and existing systems, because no two institutions are the same.
Who can see student records?
Only the people the institution permits, by role. Students and parents see their own record; teachers see their classes; management sees what the institution decides. Every view and change is logged.
Can we keep the systems we already use?
Usually, yes. Edkem Learning connects to existing ERP, learning and finance systems where they serve the institution well, and replaces them only where that is agreed.
Who owns the data?
The institution. Records stay under its control, in formats it can read without Ankem Infra, and it can take them elsewhere at any time.
